These downloads should work for that motherboard.

have you went onto the BIOS to make sure that the boot options are correct e.g. CD DRIVE 1st priority?

the Dell Inspiron 2650 PC Notebook does not have a wireless lan services.

it only operates with a cabled network service.

you can get a new power adapter and power cord from ebay.com
if you go there search for
"Dell inspiron 2650 power adapter" there is several oem power adapters for this notebook.
If you need the actual power adapter inside the notebook (the one on the motherboard) they sell them as well but they are rather hard to replace.

Replace keyboard.

It means to say that the wireless card driver is not installed properly. Try to uninstall it from the device manager and then reinstall it.

The keyboard is probably broken or the cable is loose (unlikely) from the motherboard. Does the keyboard work at all? at any point?

Try a external keyboard, usb for example and see if that works.

Try this:

Shut down, unplug the AC adaptor, removed the battery, and hold the power button for up to 1 minute to discharge.

Make sure there are no stuck keys.

Restart.
