Are you sure about that model number?
59200 is a plug-in dial-type timer.
Timer does not have a light.

The dial is rotated to set current time.
And segments located around dial are pulled up and pushed down to set timer function.

Now, find in the center ot the unit, the little arrow, turn till the correct time, the the right now is at the arrow. Plug in right away. As for the timer switch, timer on will work just as timer, push to outlet on will turn the lamp on manually. Need a good vacation timer. Any suggestions?

Copy following link to see analog vacation timers that turn lights on at random times.
Set current time slightly different so lights inside house can turn on-off at slightly different schedules.
Rotate dial to set current time, plug timer into outlet, make sure bulb is good, turn light ON, and plug light into timer.
http://waterheatertimer.org/Woods-timers-and-manuals.html#vacation
Multi-function digital timers, such as Woods 59377, and lifetime-warranty Intermatic DT620 also have vacation feature, and timers have 2 outlets, but programming is more complicated than using analog timer.

Pull segments out with fingernail or small screwdriver to set on off times.

Here are some photos
There are two 2 basic types: Pins and segments

Woods model 16ULD/3A timer-lost instuctions

I have not heard of Woods 16ULD.
Woods timers sometimes have more than 1 model number for same timer, depending on who packaged and sold timer.

You posted under Woods plug-in timer with segments around edge of dial.
If this is not your timer, add a comment.

Also see lost of Woods timers where you might recognized photo of your model:
http://waterheatertimer.org/Woods-timers-and-manuals.html

To program Woods timers with segments:
Rotate dial until current time lines up with arrowhead located on inner dial
Segments around outer edge of dial lift up.
Use fingernail, or small screwdriver to lift up segments when you want timer to turn OFF.
Leave segments down for times you want timer ON.
Slide switch located on top of timer is manual override.
Move switch to ON position when you want lights ON full time.
Move switch other direction for timer program to operate.
Timer dial rotates with passing time.
Program repeats each 24 hours.
Table lamp must be turned ON for timer to function.
If timer doesn't work, check receptacle for power, check that lamp is turned ON, and check that bulb is good.

We need clear instructions for setting the timer

Woods makes several outdoor timers:
http://waterheatertimer.org/Woods-timers-and-manuals.html

Image that shows with this post is Woods model #49647.
Below are instructions for #49647 timer.

If your timer is different, add a comment with model number and I'll post instructions for that timer.

Woods model #49647 is outdoor timer with photoelectric control that turns timer ON at dusk.
There are 4 possible settings that show on dial.
Rotate dial to make timer selection.
OFF = timer is OFF full-time until you change dial.
ON = timer is ON full-time until you change dial.
Dusk-Dawn = timer turns ON at dusk and OFF at dawn
2, 4, 6, 8 hours = timer turns ON at dusk, and turns OFF 2, 4, 6, or 8 hours later.
