My 3yr old male cat just drank juice from raw hamburger should I be worried and what should i do

If it's a male cat, there is most likely a female cat, in heat, somewhere nearby.

Your cat appears to be jealous/ Try both of you making a fuss of him, give him a couple of treats in his house and see what happens. Or get him a cardboard box with treats and a toy with catnip in it.

April, The female is probably guarding the kittens from the male, which upsets the male cat. He probably is a little jealous and wants all them to know who is boss.
