I don't think you do. According to the Panasonic document "Operating Instructions (PC-Connection)", your camera does not use a USB connection and did not even come with the software CD that was shipped with cameras that have a USB connection.
You need to use the Firewire (DV) interface to transfer videos, and this does not require drivers. It does require Windows XP with service pack 2 (or 3) and DirectX 9.0b/9.0c, and you will probably need to fit a Firewire interface card to the computer's internal PCI bus, as most Windows computers don't come with this connection. Whether this camera will work with Windows 7 is not covered by the document.
You then use various video editing software (commercially available or free downloads from the internet) to download the recordings. The software on the computer controls my Mini-DV camera, including rewinding and play functions to record from the tape in the camera.
