Generator runs but no voltage
Small generators like this almost always have 2 stator windings 180 degrees out pf phase, that's how it makes the 220.
At the back (maybe side) of the outlet box should be a molex type plug that has the wires from the stator, get an ohm meter and measure them (with the generator shut off of course). You should find that you've got 4 wires in the plug, 1 wire for each end of 2 coils. From one end to the other of each coil you should measure less than an ohm, between the coils there is usually no connection, but some models have the neutral ends of each coil connected together inside the generator housing.
It sounds to me like you've got one of the power windings open...

how old is the gas in your machine?? there are several things that could cause this ..how severe are the fluctuations in rpms does it go way up and way down or is it slight ?have you tried a carb rebuild? if not dont untill we try a couple simple procedures first
if it is within your expertise to follow a few simple steps i believe we can get the problem solved.first if there is any old gas in the machine dump it and clean tank also if it has a inline filter for gas replace it.if this dont cure it remove the plug and replace it with a new one or clean it good and put it back in if this dont take care of it email me at [email protected]

Cummins P2200, 2KWatt, it starts fine, but after a couple of minutes, it gives quite high voltage output, meter needle goes beyond 300v, engine speed seems high since throttle is increased, indicator light on generator also becomes bright, after a minute or so, things come to normal, sometimes takes few minutes to come to normal, situation is same, with/without output load. this happens within initial 15 minutes after startup, afterward everything is normal.

wire a 120v 15a to 9vdc or 12vdc battery make sure you have no voltage out of the 240 side. with the unit running plug into the 120v receptacl QUICKLY pull out. check power out put. if it did'nt work check your battery, than do it again twice as long. you must check all component before doing this to make sure you don't have any other fail-er. this is danger-us be careful. good luck
