Din rail timers and manuals appear on following link:
http://waterheatertimer.org/Din-rail-timers-and-manuals.html
http://waterheatertimer.org/pdf/MTD8-timer-Manual.pdf

The manual is not specific how to confirm the program settings ... other than maybe connecting the load and seeing if it turns on-off as programmed.
Don't forget to reset timer before programming.

How to bypass mtd8

To permanently bypass the timer, you have to move wiring.
I don't have specific wiring diagram or programming manual for mtda8 timer, but am familiar with wiring din-rail mounted digital timers.

1) Wiring is typical across all din-rail timers, with variations of same theme depending on number of channels and purpose.
2) Open following illustration of wiring:
http://waterheatertimer.org/images/DIN-series-wiring-300.jpg
Same-similar illustration shows on side of timer.

3) Notice the mtda8 has 5 screw terminals.
4) Two screws are for incoming power. These terminals are usually labeled 1 and 2. These wires power the timer.

5) Three more screws are for the timing relay. These screws are usually labeled 3 4 and 5.
Typically the #4 center screw is common, and carries power. And when timer is ON, power is live between #4 and #3 terminal. When timer is OFF, power is live between #4 and #5 terminal.

6) Move #3 wire to #4 or #5 screw and then the timer function is bypassed.

I need instruction manual for TD126 timer

TD126 timer

I'm going to guess at these instructions since they're not posted anywhere yet.
It's a chance I will be wrong, and others can add a comment and refine the answer.

The other option is: you can buy timer and scan your manual into pdf format and post it on your website for free.
Then add a comment with manual web location so we fixyans can sell your manual and manual information to other folks who are wanting a manual to sell to other folks.
Another option: You can pay a fixyan to buy the timer and do the work for you.

My guess is that free is better:

Plug timer into outlet for 1 hour to charge battery.
Remove timer from outlet to program.
Timer appears to be a 24-hour repeat timer with 12 hour am-pm format
There are 5 buttons on face of timer: Reset SET + - Finger
-Press reset button to clear programming.
-Set current time: Push and hold finger button while pressing + and - until current time and am pm display. Or push and hold SET button while pressing + and -.
Program timer:
-Press finger until PROG 1 ON displays
-Press press + and - to set program1 ON Hour.
-Press SET to confirm hour
-Press press + and - to set program1 ON minute.
-Press SET to confirm ON minute

-Press finger until PROG 1 OFF displays
-Press press + and - to set program1 OFF Hour.
-Press SET to confirm hour
-Press press + and - to set program1 OFF minute.
-Press SET to confirm OFF minute

-Press finger until PROG 2 ON displays
-Repeat steps above.
-When programming is finished, push set button.
And you might have to push finger button, or push and hole finger button, and then set button.

-Timer appears to be in AUTO as default mode.
Timer may also have a switch located on side of timer. Move switch to timer if there is a switch.
Some timers also require you push two buttons at same time to enter different modes, or hold one button while pushing other button.

Also take advantage of fixya phone service.
For a price, fixya expert speaks with you over phone while you work on timer.

You did not specify UPM outdoor timer model.
1)ET525C has 7 buttons, and is shaped like a computer mouse, and has a photocell

3)DT523 is dusk-to-dawn and shaped like apple phone
4) PT555 is box-type with a door and timer has 6 screw terminals

I'm going to shoot-wild and offer programming for the one shaped like a mouse, the ET525c.
Here is manual
Download manual if you have high-speed, so you can see print larger.
Manual has 10 pages so I can't repeat everything. You will have to read along with your copy of manual.
1) Timer has MODE choices: I will help you program specific on-off times.
2) Setting the clock: Press SET > press Up-Down to choose day of the week ... if today's newspaper says Friday, set timer to Friday
3) Press Set again to confirm day of week
4) Press arrows to set hour. If your watch says 10:30 am, click arrow until 10 am shows

Each program needs a DAY it will operate
Each program has ON time, and OFF time

PROG1 OFF
Select PROG1 using UP key
Manual page 6 has diagram showing how display looks
Press UP until PROG1 ON shows
Notice: PROG shows in upper right corner, and 1 ON displays to the right of time
This means PROG1 ON

Note: sometimes the instructions say press UP, and sometimes they say press UP or Down ... when in doubt, write out the instructions, and it helps you understand.

Now press Set to begin
Press UP and different days will show. MO for Monday, Weekdays, weekends.
Press Set to confirm days you want PROG1 to turn ON
Press UP or DOWN to set hour you want PROG1 to turn ON
Press Set to confirm hour
Press UP or DOWN to set minutes you want PROG1 to turn ON
Press Set to confirm hour

Half way done with PROG1, you need to set PROG1 OFF times

Press UP until PROG1 OFF shows
Look at display, and look at figure page 6 manual
To right of time is number 1 with tiny word OFF, in upper right corner of display is PROG

Press Set to start
Press arrows until day shows (default will flash same days you picked for ON times) Tip: keep the same days!!! or timer will reset ON times for some reason.
Press Set to confirm days timer will turn PROG1 OFF
Press UP and DOWN to set hour for PROG1 OFF
Press Set to confirm hour
Press UP and DOWN to set minutes for PROG1 OFF

To advance to PROG2, PROG3, PROG4-20, press UP key

Not drying clothes

The timer is the principal initiator of this unit. if it is not moving, this will confirm that there is a major issue that concerns the timer motor. This damaged timer mechanism should be replaced asap.
