There should be about 2 inches of water in the bottom of the DW. If it is filling but not washing the pump may be bad. That might explain the loud noise (motor bearing). I assume that the detergent cover is opening but no water is being sprayed to dissolve it.

Verify that the water is turned on. Some water lines have flood sensor in them, and they have to be removed after being activated. If your line has the flood sensor, there should be a tag indicating such, if so, turn off the water supply, unscrew the water hose and then reinstall it to reset the flood sensor.
Otherwise, the water solenoid valve may have failed. Use a voltmeter and check the solenoid for power during the fill cycle, if you have power, then the water solenoid valve is bad.

if you didn't do the disposal fix yourself then there's a possibility that whoever did it closed the water valve to the dishwasher although there is no good reason to do that...
I would check the valve then make sure that a severe kink wasn't put in the water supply line while working on the disposal...
one other cause could be a relay switch stuck in the closed position which will not allow water to the unit and would of course be a total coincidence and unrelated to your disposal repair.

No there is not a reset button on diswashers. I would suggest you take the heating element out and check it with an ohmmeter to see if that is the problem - which is the most probable cause. If it is open - infinity reading on the ohmmeter, then it is bad.
If it is good then, it would be the control board.

There are 2 possible things causing that
1) the water inlet valve is bad and not fully opening to let in enough water
2)water pressure to that inlet valve is restricted,that could be from if it uses a stainless steel flex hose,something under the sink has pinched it perhaps .
To check turn off water remove line where it connects to dishwasher place end in bucket and turn water supply back on...if pressure good the valve needs being replaced
