You most certainly have a potentially hazardous condition. there is a pressure switch that is suppose to detect low or no water flow and interrupt burner operation.i suspect it is out of adjustment. there is a section in the owner manual that details adjustment procedure.it is actually quite simple to do,but if you not want to tackle this ,i would suggest not using the heater until it is looked at.
