This could be a number of things. Clogged air filter/fuel filter/carburetor/fuel tank lid breather hole, cracked fuel line or primer bulb, or clogged spark arrestor in muffler. I was working on a neighbor's homelite chainsaw and I replaced the primer bulb, it was not intuitive, and I hooked up the lines backwards. Also if you are replacing the primer bulb, maybe you have old fuel lines that are deteriorating and need replaced. Did you check the in tank fuel filter? If it looks dark, it may be time to change it.

Well if you are missing parts?...No. How could anyone from where we sit. But the fact that it starts with starting fluid is a great sign however. First off, Fresh gas/oil mix is A MUST! No getting around that. OK first, when you pull the throttle (Give 'er gas) does the little lever at the carburetor move back and forth at all? if yes, then what happens when you hit the primer bulb? Does it push/**** fuel from the tank? (My homelite spits fuel out to the ground when I prime the bulb, most spit it back to the fuel tank however) See if priming it moves fuel. You should see a trail of bubbles in the fuel tubing. You have to see if you are getting fuel at all first. Then does it maintain the prime? If not? Then the primer bulb will usually remain empty. A good prime should always show a half full or 100% full bulb at all times. Let me know what we got so far.
The bulb repair kit can be purchased a home depot or lowes, or whatever is close to your home. These can be replaced fairly easy. It is usually prongs on the backside that hold the bulb in. After pressing these the bulb will come out of the housing and disconnect the tubing from the bulb. It a good idea to replace tubing when doing this, the tubing is rotted or dried out and eventually cracks. Keep in mind where the tubing goes. One will feed from the gas tank and the other will feed the carb.
Sounds like you are talking about the primer bulb. It is replaceable, Find a shop that can sell you a primer bulb for a Walbro carburetor or take the unit with you and they should be able to match it up. Good day.
