There is no such law. You have to work things out with the store or the manufacturer, and if unable to do so, sue in Small Claims court. In most jurisdiction small claims limits are quite a bit higher than $500. I obtained a judgement for $1800 in NY.
Mrs Nagy, they do not make things like they use to, it is getting quite common for small appliance to break down after one year, you would almost swear it is built into them to garnade after warranty is up.
the most common problem, the electric cord itself breaks either at the plug or at the entry point at base of kettle, do a wiggle test on the wire to see if it makes a contact, just be careful of a shock hazard, do not do this if you see any bare wire at all.

If the kettle was bought with a credit card, then you are in business because the statement will back up the purchase and the store would have a record and would have to comply. But! if the gift was bought with cash it will be difficult to prove, still I would bring it back to the store and ask for the manager, the last thing they want is bad publicity, especially when you show the condition of the electric tea kettle and what it could mean for the store's reputation, you may be surprised with the results.

If the unit is leaking, it needs to be replaced. Unfortunately, the unit can't be
repaired. The unit comes with a one year warranty from the date of purchase.
Please call the number above so that we can determine your warranty
eligibility.
While this doesn't actually solve your problem, I hope the information
allows you to make an informed decision as to how to proceed from here.
