If you still have the original download media, use it to reinstall the program.

This simply means that your Print Artist program is no longer compatible with Windows 7. Some of the support files that used to work with XP is no longer recognized in Windows 7.
One way to resolve this is to contact or visit Print Artist's developer's website and search or ask for any windows 7 support or patches for your version 4.0

My parents ran into this same issue this afternoon. After a bunch of trial and error over the phone, here's the solution:
1. Go to the Start Menu and open Computer (used to be called My Computer).
2. Browse to c:\Program Files (x86)\Nova\Print Artist Platinum
3. Right-click on Print Artist.exe and create a shortcut
4. Drag the shortcut to the desktop
5. Double-click on the new shortcut to start the application.
6. Delete the non-working shortcut.
Since I was working with my parents over the phone, some of the file names may be slightly incorrect. However, this should be close enough to get you working.

Try launching the program in compatibility mode. If this is a disc you're trying to install from, click on Start, goto Computer, go into your DVD Drive, right-click the Setup's EXE file, then Troubleshoot Compatibility.
If this is just a Setup EXE file you are trying to load on your computer you can do the same. Just right-click and select Troubleshoot Compatibility.
When you're presented with a list of options, select "This program worked in an earlier version of Windows", then hit Next. Just follow the prompts and then try installing it again.
