In case it is not going into bootloader even, then it is bricked and you need to send it to HTC service center. There is nothing that can be done as the bootloader has been damaged.

The phone might be flagged as a bad ESN with that provider, either that or the carrier your trying to use it on doesnt use the same system. Flashing doesnt always work like a factory unlock. For example AWS phones will never work on GSM. The same can be said in many cases for HSDPA & Certain frequencies of CDMA
to unlock bootloader go to this site HTCdev Unlock Bootloader and you will have to register and Select "all other supported models" from Unlock Bootloader drop-down menu. When you get the unlock bin in your email just follow the directions in the email to flash it and unlock your bootloader
Press and hold Call/Cut buttons(green/red) and soft-reset with the stylus. Keep holding the Call/Cut buttons till you get a message on screen saying "This will erase all your personal data" message on screen. Then press 'action' (enter button) to hard reset.
And to enter the bootloader: (Required sometimes while flashing ROMs)
Hold down the camera button and reset device with the stylus. Keep holding the camera button until you see 'tricolor' bootloader screen.
plug in the phone in to windows and double click on the phone icon in My computer on your pc. go into storage drive and open the windows directory by double clicking on it. then open the startup directory and copy welcome.ink to somewhere on your pc (your desktop is probably best).
open notepad on your pc and click file open, in the filetypes drop down box choose all files, then choose desktop and click on the welcome.ink file. When notepad has opened it up delete all the txt inside and click file
It is in bootloader mode and there are 50% chances of it's survival. You can try flashing the phone again (use an original ROM instead of a cooked one, try 3 - 4 different ROMS), in case you are lucky the flashing would complete and your phone shall start again. In case the flashing doesnot complete and you are stuck in Bootloader mode, you will have to get it repaired by Service Center as the chances are that the ROM chip will need to be reinstalled.
You have to install a English WM6.1 Rom, bascailly windows mobile operating system in english. There is no other way unlike windows xp or vista where you can just switch it in settings. In this case there would not be enough room in memory to contain mutli languages. To get the orginal english rom and instructions it depends. What carrier are you planing to use th phone on?
Is the phone GSM or CDMA? Are you using this phone in the states or overseas? Depending on your answer you can find all this at PPCGEEKS.COM with orginal roms and all. For example if you planing to use the phone on sprint and your phone is a CDMA phone then you would install the orginal Sprint ROM for your phone. This could be found my seardhing with the site of ppcgeeks. Little FYI if you see a rom that says kitchen ROM, It means that the ROM is a custom hack design to work better then the orginal rom with some major enhancements. I would stay away from them for now since they can be plauge with system crashes. Last thing, to install the rom you would neen to down load the rom to your computer hook up your phone through the usb and click on the program. Anyway the site comes with detail instructions and remeber to have your phone fully charge as this can take up to one hour to install. Hope this help and good luck.
First you can try to soft reset your device. After that, you can try a hard reset just by pressing and holding both the " -" keys right above the answer and end keys and pressing the power button . It will run the ghost image and recover the device ...
Note :
1) make sure your battery is more than 50 % charged . 2)you must do a power cycle in your device ( take out the battery , then press and hold the power button ) before you do a hard reset ... Video: http://www.youtube.com/watch?v=R53104JTgNI If none of these helps, you can try to reflash your ROM (Since you're already in bootloader mode), simply plug your PDA to your computer with a USB cable, and download an upgrade ROM from here (http://forum.xda-developers.com/forumdisplay.php?f=408) or just download your original ROM from HTC website and flash it using the instructions in the xda-developer forums.
