How do i install ios.10 on a ipad 2?

I looked for the software update,but it says ios.9.5.3 is up to date but i want to install ios.10 so how do i do that?

It can be downloaded & installed directly to your iPhone/iPad
Or... as I prefer.....
use my computer running iTunes to firstly Backup the iDevice (using it's USB charge cable)
ITUNES will at this time indicate that there is an update available for your iPad.
Choose to "download only" the new iOS.
If you have other things to do!
Disconnect while the download takes it's time downloading.
Then come back later and plug in USB cable and "Install" the updated iOS.

How can I up date my IPad?
Depends, When you have an iPad first generation, you can't update to iOS 6. All other iPads can upgrade to iOS 8.0.
In the few years your iPad is around, the processors are much faster. There is more internal memory and so on. Please to avoid you can't upgrade your next iPad, don't buy a second or third generation.
If you have a newer iPad than the first generation, just goto settings, general, an then the second line from the top says software update. Press that one. Your iPad will look if any update is available, and suggest to download and install it.
But the best way to upgrade, is connecting the iPad to iTunes and click on the name of the iPad on the left side in the menu, then click on upgrade.

There are two ways to upgrade the iOS version of your iPad
- via connecting the device to iTunes on a computer
- or directly from within the device, but only since iOS 5, it is possible to upgrade the iOS version without the need to connect the iOS device to a computer (over-the-air update)
just go to: settings - general - software update
- so in your case try an update with a computer with iTunes installed:
- procedure with iTunes connected:
  • Connect your iOS device to your computer using an USB cable. Wait for iTunes to open and connect to your device.
  • Click on device button to the left of the iTunes Store button in the top right corner in iTunes.
  • Hold down on the option key (Mac) or the shift key (Windows) and click the "Check for Update" button in the Summary pane. Browse to the .ipsw file you downloaded and select it.
  • Do not disconnect your device until the update has finished.
  • If necessary, restore your device from the previous backup and sync with iTunes.
