It sounds like it is receiving a DST signal instead of an MSF signal or vice versa depending on your country, they are one hour apart.
Unless this clock has a choice of signal settings the best way is to gently remove and reset the hour hand to the correct hour.

Usually, the unit's setup function automatically adjusts the
clock to correct time. Under some reception conditions, however,
the unit cannot set the clock automatically.
In this case, follow the operation steps below to manually set the clock.
1 Press [3, 4] to select "Off" of "Automatic" and press
[OK]. 2 Press [2, 1] to select the item you want to change. The items change as follows:
Hour,Minute,Second,Day,Month.Year
3 Press [3, 4] to change the setting. You can also use the numbered buttons for setting.
4 Press [OK] when you have finished the settings. The clock starts.
If a TV station transmits a time setting signal, and when
"Automatic" in the Clock setting menu is set to "On", the automatic
time correction function checks the time and if necessary it is
adjusted several times every day.
Make sure all winding springs are wound well- but not overly tightened and set pendulum in motion. The clock needs to level across the face and front to back to work correctly. Time can be adjusted by moving the hands of the clock via the minute hand- allow it to strike once at each strike interval to keep strikes synched to clock time, and fast or slow can be adjusted by either the adjustment onthe pundulum arm or on the mechanism where you see an arc with "F" and "S" on either end.
Depending on model, it will need winding at least as often as the name of the clock type- in other words, a seven day clock should only need to be wound every 7 days.
Hold the 'Clock' button until the display flashes. It will first show
the year, next press on 'Clock' with show the month, then the day, then
the time. Use + and - to set your time and press 'Clock' again.
Don't expect this clock to set the time by itself. It is not an atomic clock.
That will be a problem from the text side of the broadcast, the clock is set from the text transmission, ( in other words a problem from the transmitter ) possibly due to digital switchover or work on the transmitters. One possible solution would be to turn off auto clock setting, and/or auto summer time adjustment.
This is a problem with the clocks tuning crystal. Digital clocks have a crystal that is tuned to run at a certain frequency to keep the clock working correctly. These clocks have a problem with that crystal keeping the frequency locked at the correct working frequency. This problem will sometimes cause the clocks to run fast due to a running frequency higher than the regulated frequency and sometime slow due to a running frequency running lower than the regulated frequency. The only way to fix this problem is to either adjust the crystals frequency to the correct frequency and lock it. Or change the crystal. After you set the time ,do you push the Clock button to lock your time??If you set the clock time and walk away its not holding the time ,because its waiting for you to confirm time selected.So after you set the time press the clock key pad 1 more time .Remember this, just because you bought a new clock doesnt mean its a good part.Bad parts get the best of us ,so dont think your new part is ok yet.It probably is not.
