It is a radar detector detector. So if you are running a radar in a state where it is illegal, this technology can detect the presence of your radar detector and you can be pulled over and ticketed. This is done by detecting the local oscillators and other "RF leakage" from the radar detector.
Sometimes you may notice that when you are near another car with a radar detector, your radar detector may go off. There are situations where your own radar detector can detect leaking RF energy from another detector in a nearby car.
VG-2 looks for a specific frequency that is produced by the radar detector's oscillator. That frequency is centered near 11.558 GHz. Each manufacture has a different centered frequency, so the VG-2 searches from 11.4-11.6 GHz
I found that at Consumerland.com
