what does the small TV HDMI connect to , I can not see or guess your connections at all.
a sound bar?, I am guessing , why not just say what you are attempting, in detail.

Yes,loud static usually comes from bad isolation of sound signal path so it's probably a frayed cable or a loose jack. Or if you're unlucky some parts inside have failed.

Speaker problems. Crackling sounds like theres a short
Check your HDMI cables, does it do it on other video sources like component or cable in? If not you can single out a single cable.
Otherwise a loose wire in the tv could cause it.

Hook an external Stereo Receiver (or surround sound system) up to the Audio Out jacks on the back of the TV... this should allow you to hear the sound again.
