Our system is working just fine, except for when we rent DVD's or play someone elses burnt DVD..... the previews are fine, the back ground sounds and music are fine but when the actors start their dialog.....
there is no sounds what so ever...but you can still hear the back ground sounds....???
Why is it that the dialog is not working and all other sounds are? What do I do to fix this?
The problem is that your center channel is not functioning correctly. Dialogue is typically routed to the center channel only in 5.1, so if you don't have a working center channel all you will get is sound FX and background sound.
Go through all your settings, verify that they are correct. Verify that your center channel is working properly, and wired to the correct output.
Test the center channel speaker and I feel confident you will find something amiss.

You have your speakers hooked up to the surround, try hooking them to the stereo left and right

I have the same issue.
All the backgroud tracks will play, but not the dialogue track.
And the "surround" answer offered to the initial question was not a solution, for me at least.
