If you've checked the incoming connections and everything is good, then the buffers are most likely ready to be replaced. If it's under warranty, take it in for service. If it's not, you may try to replace them yourself or get someone who is experienced working on TV's or electronics to replace them. Usually, when you replace the buffer boards, you should replace all 3... upper, lower and main.

This is a failure of the vertical circuit. Usually this is either poor connections at the vertical IC or a defective IC. If you can solder, try resoldering the pins of the IC. If that fails to resolve the problem, replace the IC.
