This appears to be a shredder rather than a Car and Trucks issue. I have moved you to the correct category and edited your question for clarity.
Remove the head and vacuum all the dust and paper bits, top and bottom. There is a sensor in there that is looking for a sheet of paper. When you turn it on, it thinks it has found it. While you are at it, oil the blades.
If I understand the question then yes it should run on auto when the paper is inserted to be shredded. I have this shredder as well and mine is always set to auto.
Mine was doing exactly the same thing and its problem was the ON/OFF switch was oxidized and not making contact. Disassembled an cleaned with electrical cleaner while pressing and wiggling around as much as possible, (IE it needed a new switch) but this got it to work again - at least for a while.
After you have added the shredder oil, you have to hold down the "Lubricate" button for about 5 seconds. This resets the counter and it will remind you to add oil when you have gone through about 250 more pages. Note: holding down the "Lubricate" button for 5 seconds will reset the counter and make the message disappear whether you add the oil or not, but it is highly recommended that you use the oil.
