Our TV has a blurry(kinda like beer goggle effect) picture out of the blue. we were watching the TV one day and it just went blurry all accept the very middle. What happened and can it be fixed?

Hello Since there is no "Menu" button at the front panel of your TV, you can't change its mode to AV or back to TV. Just try to buy a universal remote control, which has setup codes for Toshiba TV. You can find this at the code list of the remote control. Or buy an original one from the authorised service center for Toshiba at your town.
A halo effect usually means the coolant in the CRTs need replacing in the effected color usually blue goes first followed by green. red seems to be less prone for some reason.
sounds like 2 different problems here.
first problem sounds tuner related.
second sounds convergence related.
third issue (cost effective to repair ?)
at this point i would replace the set.

You probably have a focus problem. Possibly the focus control has opened.
If so, then you would have to have the Flyback (High Voltage transformer) replaced. The control is integrated into the flyback.
Depending on the labor chages and parts prices would determine if you want make that kind of investment.
Other problem can also cause this effect such as a bad picture tube, open resistor,bad picture tube socket, etc.
Sounds like theres a leaky capacitor in the screen drive circuit. I have seen this problem also be a gassy crt but was able to clean off the grids of the CRT with a crt/rejuvinator. It happens because of low emmissions in the tube and when white is on thats a mix of all the colors, so the tube works harder. I bet when you whatch a movie and the scene changes suddenly to a white or brite scene the pic looks a little washed out. If this is not the case then I aggree with the Pravin and try it on another TV just to be sure .. This is not a repair for a consumer to do, though however it is only a three year old set you stated, so there should be life left in the tube, so im kinda thinking a capacitor is bad. Seek out a yechnician to check this out for you as a TV is not a place to see it you can fix it or to exoeeriment with. Good Luck
