Water might have had damaged the keyboard.
Solution, get a new keyboard and replace it....or
get a USA regular desktop keyboard, plug it into one USA connectors, and use it.

Now, that is a tough one. Only way to unlock the hard drive is to have the original password. You will not even be able to access it retrieve any data you want to save.
Thinking you are in the market for a new hard drive and a complete reload of the system.

remoove battery n start press f8 n safe mode shut down n restart press/dell/f2/f10/f12 key then u will go to bios setup if changes is not saved then change cmos battery
