same problem with mine its not something you can fix yourself you must sent it back im sorry. since isignia is a best buy only product the fix should be still under warrenty (worked at best buy we warrent the fix for a year if the same problem results we fix it again for free)
It sounds like the LCD controller board is bad. There are more than one versions of this board because this brand of TV are made by more than one manufacturers. I've never have actually tried fixing these sets. Best Buy usually has the geek squad replace them with a LG product. If unplugging, and resetting doesn't work hopefully, they'll let you do the same. It has to have a service adjustment.

It could actually be quite a few things, loose wire, loose solder piece, bad crt's/picture tube, bad system board, or others. It's would have to be diagnosed with testing equipment. It will probably cost you another 150-200 for the new part to be put in.
Does anyone know where can I buy a screen for a 27" LCD Insignia TV. Model is NS-27LCD? My screen creaked. I checked out e-bay and have not found a broken TV with a good screen. Does anyone know where I can buy a screen at. Thank you all for you time. JC
