Poping up settings automatically

I own a Viewsonic E70 CRT Monitor 17" (white) for almost 4 years now. It was given to me by my brother but not after using it for quite some time. Now the problem is that the Adjustment Screen Menu of the monitor constantly pops up and move on it's own. I tried several times to exit the menu but after exiting, it will just pop-up again. I already tried restarting the pc, booting it into safe mode and VGA mode but still the same issue. It even happens when I am in the BIOS screen. I also tried to disconnect it from the pc but none worked. I'm pretty sure it is the monitor itself that is faulty but I'm not quite familiar with CRT monitor hardware troubleshooting so can't decide on what do next. The drivers are all ok for the both the video card and the monitor. Please advise me fellow techies on what to do. Is there anything else that I can do or Do I already need to replace the monitor itself. Please help. Thanks!

You have to open the back cover and first clean-up the pcb by sucking all dust use a vacuum cleaner check the microprocessor IC clean the area by soft brush then resolder if necessary. check the PCB.

Possible Solution: Your Computer may have not configured the Monitor properly, to check, go to Start menu and Right click My Computer and select Manage then when Computer Manager is open go to Device Manager and find your Monitor and check if that device is working properly (right click on Monitor and go to Properties).
