I had the same unit, with the same issue. Unfortunately, There is no way to eject the magazine without power to the unit. I took the unit to a stereo shop where they plugged it into a control unit (powered off), powered up the system and ejected the magazine for me.

No power to the disc changer, how do I manually eject the magazine

There is a manual eject slot on the side of the CD changer. You will need a small flat head screwdriver or a pry tool to insert into the slot.

Kdc-c517fm. shows 99E and will not release disc holder

From the Kenwood manual:
Something is wrong with the disc magazine. Or the unit is malfunctioning for some reason. 99 E: Check the disc magazine. And then, press the reset button on the unit. If the "99E" code does not disappear, consult your nearest service center.
I hope the rest works for you.

Can't eject cd magazine - E-99 error message

I had the same problem. I opened up the unit and found out that there is a plastic gear that moves the loader. When worn the loader can not load tha magazines nor change cd's. I replaced the gear and the cd autochanger worked fine.

KDC-MP228 cd no play w/ codes

Gave up on it and bought a pioneer. Kenwood said to take it in to a service center. The service center would have cost me more than the crappy stereo.
