OK, need to go to service menu of TV and adjust HPOS data, you can move entire picture left to right or right to left to adjust it on TV screen.
Be careful NOT to initialize service data memory otherwise all convergence will be a mess.
How to go into Service Mode is written in service manual of TV.

Not user manual, these info would be available only in Service Manual that contains all technical data of any product.
I do not have service manual of this particular model. I have Toshiba 50H81, 50HDX82, 52HM84 model manuals.
I'm not sure about that above said manuals would apply to 46H83 or not. However you can download service manual of 46H83 from HERE for small fee but please remember, service mode is only for techs that know what they are doing, novice can damage service data with a single push of button in service mode.

Also the picture was fine before I moved it 2200 miles. I opened it up about two weeks ago to do a thorough cleaning and check for physical damage. I found no damage and it was surprisingly clean for being 6-7 years old.
