The printer is displaying, "Replace DrumCart 091-935 Drum Full of waste toner". The blue cartridge is in front and I don't know how to rotate the carousel so I can change the black cartridge.
You don't want to rotate the toner cartridges, you need to get a new Drum Cartridge assembly.
When you get that, it will have detailed directions, but you'll end up opening the top of the printer and pulling the drum straight up.
This is a different component than a toner cartridge. The toner carts are the supply of new toner. The drum cart collects excess toner during the printing process, and when it's full you need to get a new (empty) one.
If you connect to your printer's web interface it will have a link for "order supplies" that will take you right to the dell.com page for it.
