1. If the port is to be opened for internal people to access the port outside the network, add a firewall allow policy in Firewall -> Access Rules -> LAN->WAN

2. If the port is to be opened for external people to access the port in the network, add a firewall allow policy in Firewall -> Access Rules -> WAN->LAN

This person seemed to have no problems with it and includes configurations.

I would also make sure both are the same version or same firmware, I have had trouble in the past with netgears having different firmware not allowing a vpn to be configured.
