I would think you would need to search the DVD forums around for any hacks that might help you, though I would think for older devices incorporated with VHS players there may be none because of their limited use outside region 2 Europe. A DVD player on its own has a more global appeal so would have more interest.
You would have to look around for a used open region device or one from that region though their selling prices are good P&P can be a !!!

Unfortunately, no, you cannot format the Wii to accept different region codes.
But, you say the UAE is where you bought the Wii, which I assume is the United Arab Emirates? Which would be Region Code 2, which includes Europe, the Middle East, South Africa and Greenland.
Region code 1 includes only the United States of America and Canada.
However, if the Winter Sport 2012 is a dual-layer dvd disc, the Wii can have issues reading it. This is a common problem with the game Super Smash Bros. Melee. The Wii's laser reader was not initially designed to read such formats and may need cleaning in order to read the disc.
The Wii has a laser disc cleaner system that you can buy from most game stores that can clean the laser so that it emits a strong enough light to read a dual-layer disc. This has worked for me every time in the past.

Have a look through and see if you can find your model number on there. If not try one that is close enough it may just help you out.

YES, it can be changed to view all regions. I've just done my new RC388 (bought it 4 hours ago) and it works.

To start the hack:
Click the home button on the remote, go to the Setup page, highlight the 16X9 TV aspect ratio and enter in this coded sequence: 1 3 9 7 1 3 9

A new factory menu now comes up on the screen.

To change the values of these options hit the enter button and scroll with arrow keys until you get to the option you want to change. For the region code hack replace the value of "option 5" with the value of: ff

Press enter.

(Changing this value will set unit to region code 0 which should allow any region to be played on the player.)

Now, hit the "return" button to save and exit.

Switch off the machine - switch on - all is well now.
