Water dispenser stopped working. Water line works up to the refrigerator
and even reaches the filter, after that I'm not sure. Ice dispenser works
fine.

Followed the advice on some of these comments and turned the freezer temp down to 1 and half an hour later of so the water was running again, so I guess the water line was frozen - hope it's that simple of a solution for you!
The first time this happened I turned up the temperature a notch and it thawed out and it worked for a while. But after about a month it did it again, so it was time to try something else.
I actually HAD bought the extended warranty for the refrigerator, but hadn't wanted the hassle of leaving work for a repair visit. But I went ahead and called GE and set up an appointment.They installed the small (tiny, actually) heater and all is fine now.
The problem is actually that the water line works its way across the back of the freezer, along the bottom of the refrigerator, into the door by the lower hinge, and works its way up inside the door. Inside the door, all the insulation is along the outside of the door so the tube encounters the coldness of the freezer and freezes up. The repairman attached a very small contact next to the tube inside the dispensing assembly, with the little wire already set up to plug into an existing power supply. The tech said it uses very little power, something like 1.5 watts.
Based on watching the repair, I really can't imagine it would cost that much if your refrigerator is under warranty. The part wasn't much to look at, and the technician had it in place within 15 minutes. Who knows, maybe you could convince them to do it for free since it's obviously a design flaw.
Word to the wise, I would always get the extended warranty for a refrigerator with an ice/water dispenser, no matter who makes it. I think I read in Consumer Reports that it's a good idea, and I'm glad I followed their advice.
Sorry, need to clarify, I mis-typed my original message. If your fridge is under warranty, obviously the repair is free. If it's not under warranty, I still would think it would be a relatively inexpensive repair, not much more than the actual service call itself. Just make sure you tell them it's the water line freezing up so they know to bring one of the little heaters with them.

GE and ALL General Electric appliances are the absolute worst. I paid $1500.00 for a GE refrigerator and it gave me problems after only 18 months. GE told me it was my problem, I should have bought their warranty. Give me a break, 12 months standard warranty, then they could care a less about you. I won't be fooled again by GE. They lost a customer for life. I expect GE to fold like the once great Westinghouse Electric demise.

Water dispenser clicks but nothing comes out. Tried sticking a twist-tie up the tube and it came out wet. Ice maker working fine, water getting to it.
I've tried turning down the freezer temperature to see if that works.
I have the same problem. I had to use a blow dryer and blow warm air up into the dispenser to thaw out the ice in the water tube. It greezes up again in a day or two. Keeping the frozen food away from the door also helps. I called GE and just as everyone warned, they were of no help at all. They denied having the problem but were generous enougn to offer to send a technician out to find the problem if I paid for it. I will NEVER buy another GE appliance. They sell you the appliance and then wash their hands of any problems. Calling customer service is like talking to a stone wall. The person that answers the phone is just that, a person that answers the phone.

Have replaced the water filter and tried to reset to no avail. Water is reaching the filter but not in the lower lines to the door any solutions other than calling GE?

My water stopped coming out of my GE refrigerator, so I bought a new filter and installed it. Still no water will come out of the water despenser. I don't want to call a tech to come charge me and tell me there is nothing they can do. I appreciate the other comments left on this same issue.
