CPU Heatsink is cool but fan runs fine no display

Hi I an from india and i have the same prob. My motherboard is km8v and the processor is AMD Sempron, processor is ok I have tested it in other motherboard. i have changed the RAM reset BIOS disconnected HDD. Even try to run it without the RAM but there is no sound or beep. But the CPU heatsink fan is running fine. What could be the prob? Please help.

No beep or sound means Motherboard Defective, aside from Processors is OK, Memory is OK, and the rest!
Buy a new one not as the same Motherboard you use. ASROCK Motherboard are have a a problem when high temperature occur.

How to Remove a AMD Processor

<p>Removing a processor AMD is a work that can only be done with a screwdriver in less than 30 minutes. Removing the processor is an issue to withdraw from the motherboard with your hands after you remove the heatsink from the chip.<br /> <p> <br /> <p>1. Turn off the computer and unplug the power cord before removing the AMD processor. Unplug the connector on the back of the computer case and remove the screws, the lid of the computer, in the case with a screwdriver.<br /> <p><br /> <p>2. Slide the computer cover and set aside. How to Cool Down the 140 Watt AMD Phenom 9950

<p>1. Unpack the heat sink and fan. Stock cooling is very inefficient and often very high. For best results, buy a cooling system for compatible third-party processor. <br /> <p><br /> <p>2. Install the processor as shown in the chart in the manual. The processor cannot be placed in the wrong direction, so do not try to force them, so you bend the pins. If the processor slides into the wall pull-down bar to solve. <br /> <p><br /> <p>3. Apply thermal grease to the top of the processor, the entire chip with a thin layer. Bank must have a sink path of the thermal grease applied to them on the floor. If this is the case, skip this step. <br /> <p><br /> <p>4. Place the heatsink on top of the processor. Slide the metal brackets under the beams to reach the plastic housing of the processor socket. If staples are present, pull the clip from the heat sink and fan block. Monitoring the CPU temperature with Speed Fan or a similar program. Under full load, at a temperature of about 60-70 degrees is acceptable. If the temperature is much higher than this, you may need better cooling.<br />

You should absolutely be getting a beep code if there is no RAM installed in the mainboard. You should be working with the manufacturer to get it replaced if it is in warranty.

CPU over emperature

It sounds like you have a couple of potential problems. First it could be the fan is not working due to failure or not being plugged in properly. Second is that you need to put Thermal Paste between the processor and the heatsink. If you have not done this before, I suggest seeking out a friend that has to help out. There is many kinds of thermal paste and not one is universal. Find out the one that the CPU manufacturer recommends.

have you thought about changing the battery on the motherboard, also checking that the fan on the cpu is seated properly with enough heatsink paste as both these issues will stop the pc from booting

Trouble shooting

OC failure = over clocking failure. Make sure the CPU fan is clean, free from dirt & dust. Check CPU fan plug is connected correctly. If the CPU fan still stops after a few seconds replace the CPU fan.
It's harder to find just a fan to fit your heatsink, which sits on your CPU. It is easier to find a new heatsink \ fan combo for your Intel. Use your manual to find what Intel chip is on your board. Use that information & search google for a heatsink & fan combo. Pay close attention to how your current heatsink is mounted to the Gigabyte board.
