After first setting the cook time---then hit the power level button and hit the number 5 (for 50%) and then start. Power level can also be changed while running by hitting power level button and selecting 1 through 10. For example level 3 is 30% for defrosting.
It sounds like the main transformer has failed. It would be cheaper to replace the whole microwave than repair this one. Sorry to be the bearer of bad news. Hope this helps. Good luck.
