No it doesn't mean that is not unlocked. It only means that you have a Sim card that uses a frequency that most probably your i68+ don't have. Some of those phone are sold as quadband, but are truly triband. If you phone company uses 850mhz. and your phone is a triband then you won't be able to use your sim card with the phone. Also make sure that both sim card slots are enable, go to the sim card profile and tap it, here you will have 4 options, tap on dual sim. To enable all bands you will have to go to engineer mode and that is a risky move if you don't know what you are doing.
Engineer mode: *#3646633# then go to Network set up, choose band select, and make sure that auto is checked. Stay away from HIGH SPEED SIM, if you tap it you will brick your phone and it will be useless.

My motorola ZN5 PHone showing Emergency call only- what can i do now kinldy help me...

This happens when no sim-card is inserted or your carrier's network is not available. Try to check the sim-card contacts or put it into another phone and see whether it works there. If the sim-card is defective you generally can exchange it for free in the nearest office of your wireless-carrier.
When the phone says "emergency calls only" it means that the phone has found a network, but it can not register in it due to the problems described above. For emergency calls network registration is not required, it is made for so you could call 911 even without any sim-card installed.

When i put in my sim card the screen says 'offline' insert sim. The sim card is already in the phone. I can't make any calls, only emergency calls. I can't recieve calls either.

Many of the newer cell phones (for some unknown reason) will not accept - or even recognize - a SIM card if it has been used in another cell phone.

Contact your cellular provider's customer support dept. and request you be sent a new SIM card. When you get it - activate the SIM first before putting it in your phone.

Only emergency calls on my unlocked CECT i68 3g phone.

This phone is a POS.  Sounds like it can't read the SIM card, and therefore only 911 calls are available.

My sciphone i68 says emergency calls only when i try to use it

We had the same problem on both of our new sciphones. After long hours of research we finally found an easy solution to it so hope this helps.

1) Shut down your phone completely (you will know because a red sign will come up on your phone and you have to confirm that you are shutting it down).

2) Take our your battery and then your sim card

3) Make sure that your sim card is in the right way. (It has to be on the highest slot, not the one closest to the bottomof the phone, and the metal plates have to be facing down, or towards the phone).

4) Reinsert your battery and then start your phone up again

5) Go to restore factory settings and plug in the code 1122 when it asks for one. NOTE: Your phone will reboot, and when it turns on it should be okay.

We tried everything and this is the only thing that worked. We had t-mobile sim cards for both phones and it worked fine. Good luck!

Sim card problem

make sure the sim card is inserted properly. sim card slot 2 is the one away from where battery cover (against the phone) the gold chip will face up towards you. sim card slot 1 is the one slightly elevated gold chip will face down. if you are sure you have it inserted correctly, follow the steps below that came off the help disc i have offered. Works for I9 and I68.
Emergency calls only, then try these steps;
1.) Shut down the phone, remove the SIMS, and replace them back in the slots in the
correct manner again. It may just be that the SIMS aren't in correctly, not pushed far enough
into the slot, or their metal grid isn't making good contact with the SIM's slot pins. Try to
wedge a tiny piece of paper, placed against the side of the SIM without the metal contacts, between the phone and the SIM so it makes the SIM's metal contact points fit up against the phone's SIM slot contacts a little more snugly.
