From that explanation, If your card works fine (Was it working well before?), then you must have installed the wrong operating system drivers, so make sure you have the right OS drivers. Well, I can solve it but it is somewhat bad news. Basically your video card is not powerful enough. Here are the ATI specs from the EA website;

I would recommend buying a new video card. You can pick up a NVIDIA 8400 thru 8600 for about $30 or $40 from Frys.com or newegg.com sometimes cheaper with rebate.

They are fairly easy to install.
