No, it is either the speed control, capacitor or motor. You can get parts, if it worth your time, try nelsonappliance.com and part # LW007JRMOTOR

This repair is for a Lakewood model HP - 21/SPC.
If the fan will not turn or even hums when you turn the fan.
1. Unplug and Remove the 5/16 inch screws that hold on the front cage.
2. Try turning the fan blades by hand if they are hard to turn and most likely it's lubrication problem
3. Use WD-40 you have two oil holes one of the back one in the front at the top spray WD-40 into the little holes and rotate the fan manually by hand. You'll notice the fan will start to loosen up and turn more freely. We may need to spray and turn it especially in the back oil hole you need to lubricate the entire brass bushing.
4. After you have the motor turning freely reinstall the screws to the front cage and turn the fan on do not run the fan without reinstalling the front cage.
I hope this solves your problem and saves you money on buying a new fan motor or just throwing the fan away.
