Check flood switch float is on(the float under the bottom rack)...also the switch under that...also you ca use a 110 volt test cord to test the inlet valve

Where does the dishwasher connect to hot water? If it is connected to cold it must be changed. From your description, the water is coming from a long way off and has to warm the pipes as it travels to the dw. The dw should have a heater to bring the water up to temp after filling before it runs, if this heater is not working, the first run will be cold and the next hot because you have drawn enough water through the pipes to bring hot water to the dw.
1. Change where the dw gets hw.
2. Run hw in the sink before allowing the dw to start (if connected to same line).
3. Fix the dw's water heater.
From your description, I doubt that the problem is door latch is the cause.
The first thing that a modern dishwasher does before it begins to fill with water is run the drain pump. It appears that this DW is not progressing to the next cycle (inlet water) and because the pump runs even when the door is open, I agree that the controller card may have failed.
If possible, inspect all the wire connections (remove main power before you do this) ... if there is a loose connection, the controller could do odd things.

1. If the water is going onto the floor during the drain cycle there is either a hole in the hose or it is completely loose from the DW or a hole in the drain assembly under the sink but if that were the case you would have water under the sink also. 2. If it during the wash or rinse cycle then the seals are not sealing (door is not closed all the way or seals are bad) or the float at the right front of the DW is stuck allowing the DW to overfill with water.(you need to open the door and pull the float up and out as you do so push it up and down and listen for a clicking sound.(which indicates it is making contact with the fill solenoid)..if you here the clicking and the float is full of gunk (old soap and such) clean it out and replace it and run it through a cycle and monitor the DW to see if the fill cycle shuts off before the water reaches the overflow point. 3. the only other option is a possible rust through on the DW and or the drain and motor mount in the center of the DW where the food particles and water are drained...is loose and leaking or rusted through...(how old is the DW). 4. Also check to see there are no large particles around the door seal to prevent complete closure and sealing of the door seal. As well as the door latching properly (when closed can the door be moved or pulled open)?

Run the dishwasher through with a cup of bleach in the upper rack, then run the dishwasher through with a cup of vinegar in the upper rack. This helps clean out the lines.
Do the people who bought the DW have a garburator, if so the garborator has a plug in it that has to be removed so the DW will finish it's cycle and drain properly. Sorry can't be more specific, check the garburator manual. My husband just fixed the same problem for some friends we were visiting in Grand Cayman, our host installed a garburator but didn't read instructions for installing with a DW.
You say the water valve is open, are you referring to the supply water valve, or the water valve inside the dishwasher?
If the supply valve is open, then chances are that the electric water valve inside the dishwasher is bad, or the dishwasher control is bad.
Usually, the water line connects right at the water valve, underneath the dishwasher.
