You can get Ford radio codes and instructions on how to enter the code emailed to you from here! I have used them before and very quick and reliable.....depending on the model of your radio there could be a way of entering a code when at lock 13: Ford Fiat Jaguar Land Rover Mercedes Visteon Radio Codes United Kingdom...
Take that code and your car's registration to your local Ford dealer's parts department. They can look up the unlock code for you. You will need to input the code to unlock your radio. Write the code down in your owners manual, so that next time this happens [any time the battery is dead or disconnected] you will have to code to unlock the radio.

LOCKED13 means that there have been 13 or more wrong codes entered previously. It can only be reset by the Ford Dealer or a Radio Decoding Service. It will not be available for free or cheap from anywhere on the Internet
Radio should start straight away. If it is the same as the 3000 series , the numbers are entered as numbers of times you push sequential keys. ie: code 1579 , push number 1 once, push number 2 five times, push number 3 seven times and push number 4 nine times. If the display is flashing " ERR " you will need to leave the ignition on until it stops flashing and the display reads " CODE" . ( it can take up to an hour) Hope this helps.
If your display shows LOCK13 then it means there have been 13 or more wrong codes entered and your radio is fully locked.
There is NO D-I-Y (or free ! ) solution for LOCK13 ...so the radio will have to be taken into your Ford Dealer or a Decode Serivce where they will plug in specialist electronic equipment to unlock it.
