I have an issue that has caused degradation to the picture on my Philips 42" Plasma. Serice tech says I need X-Y Sustain Boards. Cost is $750.00. Can I get these cheaper? TV is only 18 months old.

That problem is one of the common problems of plasma TV (have sounds but no picture)..As a expert of flat panel for more than 5 years I already encounter that kind of problem many times..
Actually that problem is caused of either X,Y or Z sustain board or even both 3 boards are faulty..Because some models when the one of those boards have short circuit or bad there are possibility that other sustain board are affected..But most the problem like yours is "Y-SUSTAIN" board..
And for specific and easy way to find replacement please try to look at the part # of that board (it is usually printed on the sticker attach to the board itself..

Hi: The best possible solution to your problem is to replace both sustain boards at the same time, The X and Y sustain boards. LG tech support recommends replacing the digital board as well when replacing their boards, even during LG's tech training seminars they suggest you replace all major boards for continued viewing enjoyment. But in my experience you should replace the X systain also, but make sure the Y you replaced is still good.
You have one or more faulty sustain boards(X,Y,Z). Usually its the z-sus board that causes this problem. You may need the assistance of a qualified tv tech to tell you which one it is. The usual price range of a sustain board is around 75-150$ and is relatively easy to replace. Determining the faulty one is not as easy though.
first thing to do is determine if there is a blink code as that gives a direction for t/s. regardless, what you should do first is offload the y main and x main sustain boards from power supply one at a time as there is a common issue where these boards can cause load on power supply and if voltages come up with either one offloaded that board should be replaced before proceeding. if y main is the issue there is an upper and lower buffer board to left of that board and also should be replaced at same time as 3 boards complete a circuit and replacing one could cause damage to others.
If the loss of picture is either on top half or bottom half of screen. there are y buffer boards that go from top to bottom on left side of screen when looking at back that control those sections. when there is loss of half of picture then buffer associated with that area would be at fault and would need to be replaced. when i see a degrading symptom such as loss of picture on top half or bottom half leading to no picture issue normally you would check heat syncs on y sustain board and if not heating up after a few minutes of being turned on would recommend replacing y main and both y upper and lower y buffer boards as they complete a circuit
you will have to have a tech come check that one out, your gonna need your y-sustain, z-sustain and both y-drive boards replaced.. its a common issue try to get your warranty extended if its out.
