Hi, that is look like ,,you have defective convergence module if it is a dlp it is probly the light bulb,
hope that will help you to find a good tech
to fix it.

snap off the fron cover its pretty tight so kind of pull hard dont worry it wont break its just snaped on tightly, after uncrew 3 screws under the screen lift up and pull out screen there will be 2 wires attached to screen, unplug them to set screen to side. dust off the projectors with dry rag, then clean mirror with windex or any window cleaning product. u are done cleaning front of Toshiba, put everything back together, then unscrew the bottom back and vaccum any dust balls u will see inside T.V. u r now done! let me know how it went.
This is a problem that will pretty much just be there on this TV. I know it has an awesome picture...as long as nothing moves. You can try putting it in "Game Mode" in the user menu and that usually takes care of it but you didn't buy the 120/240 Hz tv to watch it in 60Hz. I would say exchange it, and in my opinion buy a good plasma :)

That's a very good TV, sorry you're having a problem. I have the same TV.
1. The blurring of the pic may be an indication of a convergence problem.
2. The surge protector is not a fail safe device, it will reduce damage to the TV but will not not 100% protect it.
It is possible that by turning the power off may damaged the already weaken convergence circuit, but more then likely some other electronic device failed.Like a voltage regulator, high voltage device,and etc.
At this point I would recommend that you call a factory authorized service dealer and them come out and give you an estimate, or you can e me if want troubleshoot TV if you have digital meter etc.

Download the service manual and you'll find that there's a service mode that allows you to adjust convergence. Also, there's some adjustment knobs behind the right front speaker assembly
