From your description your referring to a corrupt file system, when windows boots it; loads sector zero and begins loading os files progressively, when a file fails to load like the registry hive or the core sytem kernel it will hang for hours, the system is in need of a system repair, step 1 try hitting the f8 key on system reboot, keep tapping till it loads into the chose boot options and slect the safe mode option. now asuming this is windows oporating system, you will be in safe mode, go to the start button click it and select run, type in the run box chkdsk /R now press enter it will take a while for the scan to compleate, when it's done reboot as normal and see if the system boots ok, if it fails here theirs other options but lets try that first.

None of the icons on mr desktop will open including internet explorer and Norton security. nothing is responding

1. Try Ctrl-Alt-Delete
If that doesn't work, try pressing the start button until it shuts off, then reboot it.
If that doesn't work, pull out the battery. But be careful not to damage.

Unable to Log on to windows

You can always try using a side trick. Press ctrl + alt + and delete twice, that might get you to a point that you can type the name you are wanting too.
