Question about American Standard Home
Depends how old your toilet is, it may be a calcium build up problem on your little inlet pipe inside your tank, but first check your water shut off valve on left side of your toilet near the wall....It may not be open all the way OR the valve has an issue...

SOURCE: Toilet tank is refilling slowly.
I'm Harvey the Master Plumbe.
Your problem is: Installed a new American Standard Cadet 3 toilet bowl and tank at home. When you turn the water supply on, the tank refills normally and stops normally. After you flush, the refill is very slow. When it refills normally the water comes out from the bottom of the pipe (i.e. the pipe that houses the float cup) and when it is refilling slowly, it comes from the top of the pipe. Sometimes (but not always), you can shut the water supply off and when you turn it back on, the flow of water goes from slow to fast instantly - but you haven't been able to recreate this consistently.
These are the facts. American Standard has been keeping costs down by out sourceing. Their toilets are now built in third world countries and parts are made cheap. They're all doing it. Quality control is pretty good but your toilet came with a bad "ballcock". That's the refill part on the left. Because it's new, if you take the ball **** back to place of purchase they should give you new. If not, they cost less than $ 10.00 and easy to replace.

JC most commonly the ball **** will hang up on the side of the tank. Take the lid off and ensure that it is in the down position. If it is not bend the rodso the ball move away from the side of the tank. If the toilet is running continously and the tank won't fill you will need to either replace the flapper valve which is in the bottom center of the tank or adjust the chain on the flapper and handle to allow the valve to open momentarily and close once the water level reaches it and drains out the hole.If all of the above did not resolve the issue you will need to replace the ballcock valve which is the piece the water supply attaches to underneath the tank on the handle side and protrudes through the tank and has the ballcock rod attached to it. The best replacement is a Fluidmaster as they are very easy to self install and easy to adjust the water level in the tank. I hope this assists you and thanks for using Fix Ya. SOURCE: flapper will not go down
Troy, the flapper otherwise known as the flush valve is easily replaced. They are also very inexpensive. Sometimes they can become distorted due to the clorine in the water and won't operate in the same way they did when it was new. I bet this will fix your issue and save you money as well.
