Go to settings, general, and software update. If your ipad can be updated it should show up here. Also, make sure you are connected via wifi to the internet.

Even when you manage to put the Google play store app on your iPad, you won't be able to run any of the apps they sell there. You need an android tablet to run these apps.

The 4th generation IPads do not support ios 11. It might be a good time to replace your IPad if your want ios 11. The regular 10 inch ipad now goes for $330. I own one and have been pleased with it so far.
