After the tech added refrigerant, did the coil freeze up after he left, or was it a day or more before it started freezing again and are you running the unit on high cool? You either have a leak, which would usually take some time to leak out enough refrigerant to cause it to freeze up, or hes not adding enough refrigerant, or the evaporator or filter is dirty.
The blower could also be the problem, the motor could not be running at full speed, due to capacitor or bearing.
Sounds like a leak or a nasty restriction also could be a dirty coil,filter ,slow indoor fan motor ,or a blocked duct(restricting airflow).Many restrictions in the ac unit are not fixable due to where it could be at in the unit.Most restrictions are at the indoor txv or orifice.Sometime you can see where it starts by where the ice starts to build up.Good luck

I hate to say it,but the tech seems to be unaware of the amount of freon to fill.Is he using ac gauges,or a machine?If he is using a machine,it is most likely the problem,I would sugest a different tech.All points to low freon,if the coils are clean,and plenty of air flow threw the evaporator,then this would be the only reason for your problem.
