The only time I usually see this is on copied CD's. Windows sets those in a special place that most copy software doesn't look as a protection against piracy. I am not saying you have bootleg disk but that is the only time I have seen that. If those are original CD/DVD's and you don't need the information on the HD saved, Try partitioning and them formatting the HD again then try an install. For Win 95 and 98 format to Dos, for 2000 and NT you can format to the more efficient and better NTSF format.
I had a similar problem when my driver wasn't installed. Go to the manufactures website and find the soundcard driver for windows 7. If you cant find the soundcard driver designed for windows 7 try downloading the vista one
in bios setup usually under security you can remove user passwords.
you get into safemode for 2000 and in control panel and remove it form users administrator account
