JMHO, but guessing it's probably better to connect hot water to the DW. It could be taxing on the DW to heat cold water every time. At least with hot water available, the DW wouldn't have to work so hard and maybe your DW will last longer--or at least the heating element probably would. Can't imagine the cost of using pre-heated water (from a hot water heater) would be extravagant as a DW probably doesn't use that much water each time.
2) Add comment with clear description of water heater, fuel type, and pump? Is this a pump problem or water heater problem? Is this a water well pump? Are you getting good stream of cold water at tap? Which water heater do you have? Is the heater new? Or older heater that stopped working.
Hi from retired Englishman in SW France,
This is symptomatic of an intermittent malfunctioning water control valve- the hot water one, if the washer is hot and cold fill, and the cold one if it is just cold fill!
Sorry but it needs replacing and a service call to confirm that it is not something else ;-0(
If this has assisted you please consider a 4 thumbs up for the rating.
Thanks and good luck!

Run a 50:50 mixture of cold water and white vinegar through the machine several times. Allow the mixture to cool off after each run and use a filter to catch the debris that comes out of the heater/pump. Run clean water several times to remove the vinegar taste. This works great on our old Mr Coffee and lasts for some time before doing it again. Hope this helps!
Remove the handle,and all the trim rings,and the cartridge cover. take a flat head screwdriver and use it to lift up the red ring behind everything, this is the hot limit safety stop, this just stops the handle from turning to full hot.
Once you have the red ring lifted up, notice the numbers and the pointer on the ring, numbers are on the fixture,
O= hottest 7=cold
See what the ring pointer is set to now, and move it half, before you put this back together, just set the handle on the unit and run the water to see if its to hot or not enough. Once you have found what is the best setting, then replace all covers and trim, handle.
Make a 1/2 pot 50/50 mixture of cold water and white vinegar then run it through the machine in normal brewing fashion. Place a clean filter in the brewing cup to catch the white deposits that are removed. Allow the mixture to cool, then repeat the process several times while using the same filter. Finally, run several pots of fresh water through to work out the taste of the vinegar. Repeat whenever the brewing time seems to be excessive.
If so, this is what I suspect. The filters in the inlet hoses on the back of the washer need cleaning. Remove the garden hose connectors, remove filter, clean, replace.
When filling with hot only you get a lot of pressure thru one hose. When you rinse, the best you can do pressure-wise is cold rinse -- but the cold water filter is going to be more clogged than the hot so it delivers less water.
When you use warm rinse, you get mediium pressure thru both lines, again less water than al hot on filling the machine.
