Permanently locked phone
Most often it has to be returned to a cellular vendor or manufacturers rep, online services also offer the ability to unlock a "permanently locked phone" but I can't recall a phone that is ever truly permantly locked.
Even "permanently locked" Blackberry's can be reset and unlocked with MML which is RIM device software leaked to the web some time ago and being used with glee to freely flash and unlock GSMBerry's around the world.
If equivalent LG software has been leaked then you can solve this problem with some research and a reliable PC <--> phone interface.
If ur phone says the puk code n u need the code call ur cell phone store n they will give it 2 u they r the only people tht have it. if u used up all ur tryes n it is permadently lost then u need a new sim card go to ur cell phone store n they will give u a new one.
