Ok my issue is that I had a Dell Optiplex given to

Check your hard drive usage and capacity in the system properties before investing in a new hard drive -- sometimes malware can trick you into deleting programs and files. If you are running Windows XP or Vista, open the Start menu and click on My Computer (Computer, if you're running Vista). Right click on the C: drive and select Properties. It will show you how much space your hard drive has, and how much is being used.

If you really do have very little space, try to move large files like movies and music to external storage such as DVDs. You can also run the Disk Cleanup utility to delete temporary files and empty caches.

I need to remove a hard drive in a GX620 - where is it?

Open up the machine and look under the dvd drive. It's tricky to get out so take your time or you'll do some damage.

Try opening the PC and removing the CMOS battery for 30 minutes. This should reset everything and enable you to install XP without needing a password.

Tis seems to be a problem with your BIOS. I will suggest you to open the CPU tower and take out the CMOS battery. It is located on the mother board. And it looks like a coin. Just take out the battery and put it back and all will be fine.
