Number of TV have a bad batch of capacitors on the power board. If you look like split mushrooms that is a bad sign. But there are kits if you know how to solder.
okay easy fix its the main board the a/v board you will need a tech to check to see if there are any leaking caps also the voltage on the board has to be 1 to 5% tolerance in difference since its dc you need a pure dc voltage also you can try to do a firmware upgrade on line easy you will need a flashdrive go to google and put in the model number of the tv eg. 42pfl7704d firmware try to rewrite the software if that doesnt work then my suggestion is to order a new a/v board
There is a processing fault that is starting to occure. What you are seeing is a type of aliasing. This can be in the main signal processing or in one of the control areas.
The set will require service. The service rep will test the set by using board substitution. There are typicaly a number of areas in the TV set that can cause this type of fault. Once the defective board is located the fault will be easy to service with a simple board swap and some adjustments.
If the set is out of warranty, it may be expensive to service. With many of the no-name brands, spare parts can be difficult or impossible to have.
I would check and see if you have the text option on under your closed captioning. With the new digital transition the signal for text captioning has been getting messed up during broadcast here lately. If it is on i would just shut it off or go to regular closed captioning.
