You're out of luck, Microsolutions went out of business long before the introduction of Windows 8.1. If this is a scsi drive, you will need the driver for the scsi card only. Once installed, the system will automatically pick up the drive during boot.
The only "help" is to purchase a new "internal" CD-writer, disassemble the casing, remove the "dead" CD-writer, insert the new one, and reassemble the casing.
