The lights continually flashing indicate a paper jam or the printer being out of ink. Check/clear any paper jam and verify the ink cartidge is set correctly.
Pretty
sure your paper tray button is set to get paper from the bottom paper
cassette which is the tray that slides into the bottom of the printer.
If
you switch the paper tray selection button* to use the rear feed tray
you'll probably find it will print faxes successfully or you can put
paper in the cassette tray...
*The paper tray selection
button is just under (and slightly right of) the "Memory Card" button
and has an icon image of the printer with two LED's (top and bottom).
These lights indicate which of the trays is currently selected...

If the light is steady (not flashing), it means a paper problem. Either the paper tray is empty, or maybe the document you're trying to print is set to 'manual feed.' If the latter, then modify the page setup in properties, to use the defult paper tray.
41.3 on a lj 4+ is a paper Feed related error normally caused by dirty or worn paper feed tyres if you are getting this error whilst feeding from the paper tray at the bottom of the printer stack a few sheets on the manual feed tray on the front if you dont get the error
clean all your feed wheels or order a service kit and replacement replacement tyres
You should check the page setup of the original document. If this is not set to match the paper in the feed then it wont accept it.
I was at this for a while, messing with printer settings and a fair amount of foul language before it clicked....My word document was in letter format. Once I changed this it all worked like a charm!
Can you look into the paper tray and actually see if the feed rolls are turning? You may have either a bad paper feed clutch, or the solonoid that releases the feed rollers is bad.
Also the paper tray should move up and down when the paper feeds to move the paper against the rollers. Up to feed down to eliminate paper drag. One of those fingers that raise the tray may be binding against the bottom of the tray not allowing proper movement.
If you can get a flash light and observe what is going on. Then let me know.
Is this a top feed - that is paper loaded on top at the back
bottom feed from a tray underneath?
Top feed take one sheet of paper and gently push it down whilst the printer is trying to grab it.
Tray feed - take tray out make sure no paper fragments are in the tracks and find a nail board and gently abrade the pick up rollers.
