You do not need to unlock the phone in order to use another sim card with the phone. Just insert the card and as long as the card has been setup with your number, it will work fine. If the card asks for a pin code, you need to contact AT&T or T-Mobile for that code, otherwise you should be good to go. Yes it is possible to use your motorola with Cingular only when you unlock your phone. You can unlock it at www.mobile-unlocker.com. Unlocking is very quick here.
It sounds like your phone is not unlocked. Did you get the phone through a different provider and your sim card through some one else? For ex, here in US, a cingular SIM will not work in a Sprint phone.
